Francis X. Milligan

Francis X. Milligan, 71, of West Chester, passed away on December 16, 2025, with his family by his side.

Franny was the beloved husband of 42 years to Elaine (née Hoffman) Milligan; loving father of Jeffrey (Kaileen) and Shawn (Lauren); proud grandfather of Pierce, Finn, Vienna, Luke, and Charlotte; dear brother of Jimmy Milligan (Kate) and the late Thomas Milligan (Denise).

Born in Philadelphia in 1954, he was the son of the late James and Theresa (née McCullough) Milligan.

Franny was, above all else, a devoted family man. Everything he did was done with his family in mind, and his greatest joy came from simply being with the people he loved.

An avid golfer, Franny’s favorite place to be was on the course, especially when playing with his sons and in recent years, his wife Elaine, who took up the game proudly creating a regular foursome. Franny cherished his time at the beach, which he considered his own little piece of tranquility, with an ice cold beer or bourbon in hand.

Proud to have grown up in Clifton Heights, Franny was a passionate fan of Philadelphia sports. He loved to travel and was constantly looking forward to the next trip, bringing his sense of humor along wherever he went. One of Franny’s fondest memories, and his final trip, was a golf trip to Scottsdale, AZ with his sons last March.

Relatives and friends are invited to his Visitation from 10:00–11:00 AM on Monday, December 22, 2025, followed by his Funeral Mass at 11:00 AM at St. Maximilian Kolbe Church, 15 E. Pleasant Grove Rd., West Chester, PA 19382.
